Tom Calvert-Rosenberger

Tom Calvert-Rosenberger facilitates innovative partnerships for the design and development of energy resilience projects. He tracks and articulates complex federal clean energy infrastructure funding opportunities to Department of Defense (DoD) and rural American clients to promote secure, equitable, and competitive applications for clean and resilient energy project funding.

Tom leads the Military Energy Resilience Catalyst [MERC] program, directly supporting well over 40 DoD installation resilience professionals to accelerate their energy resilience projects since the program’s inception in 2017. Tom directs resource development and professional writing support as rural electric cooperatives digest and prepare for Bipartisan Infrastructure Law (BIL) funding opportunities.

Before joining Converge Strategies, he comprehensively mapped energy policies and authorities, created and tracked portfolio metrics, and managed internal business operations improvements for the Army’s Office of Energy Initiatives. He has also supported energy conservation education and training program efforts for the Deputy Assistant Secretary of the Air Force for Operational Energy.
