Power System Supply Resilience: The Need for Definitions and Metrics in Decision-Making

Resilience is a fundamental and important subject with numerous viewpoints and definitions. A significant challenge is to fit existing definitions used by other industries into metric definitions, performance targets, and calculation steps that are practical and implementable for an electric power system, so that entities responsible for planning and operating the electric power system may improve.

This white paper does not attempt to provide the answers for defining and ensuring power system resilience. Instead, it evaluates only one aspect of power system resilience—the availability and supply of power, energy, and a set of power-supply-related reliability services—and provides insights about how the many definitions may be linked to actionable metrics for four practice areas: planning, operations, restoration, and market design. It summarizes how power system organizations may achieve supply resilience and explores potential future improvements.

Press Release: Creating Community Climate Resilience in Massachusetts

Boston, MA — A team of leading resilience experts — RAND Corporation, Converge Strategies, LLC, XENDEE Corporation, and Ridgeline Energy Analytics — will support the town of West Tisbury and Brigham and Women’s Hospital in their planning and design of climate-resilient energy infrastructure.

This community-level project is funded by the Baker-Polito Administration through the Clean Energy and Resiliency (CLEAR) program, launched by the Massachusetts Clean Energy Center (MassCEC). “Building on MassCEC’s Community Microgrids program, this program is focused on assisting communities with resilient design studies while at the same time generating a toolkit and certification for all Massachusetts’ communities to reference in the future,” said MassCEC CEO Stephen Pike. “We are excited by both the awarded communities and the technical consultants who will be leading this effort and defining how Massachusetts buildings and communities should pursue resiliency efforts moving forward.”

The CLEAR project team will leverage its mission-focused resilience approach and XENDEE’s energy resilience analysis platform to determine how the town of West Tisbury and Brigham and Women’s Hospital can strengthen their energy infrastructure against extreme weather and grid interruptions to ensure that their lifeline facilities and emergency services are positioned to serve their communities when they are most in need.

West Tisbury – As an island community, West Tisbury is vulnerable to extreme weather events and the prolonged power outages that they bring. Residents of the Vineyard cannot easily evacuate during severe weather events. They must shelter in place, making it essential that the town has access to adequate services in times of emergency. Upon identifying possible risks, their most immediate focus is making the town’s buildings more resilient by adopting solar plus storage. Additionally, the island towns have a resolution of shifting to 100% Renewable Energy by 2040.

Brigham and Women’s Hospital – Brigham and Women’s Hospital is essential to address the limited redundancy and resiliency available to Primary Health Care Resources especially given recent pandemic events. The public benefit would be two-fold by making a major healthcare institution more resilient and reliable and, at the same time, potentially reduce the locally generated pollution discharges.

We congratulate the additional consultant teams who are working through the CLEAR program — GE Energy Consulting and Willdan — to analyze the cost and system design for resilient facilities within communities in Framingham and Cohasset.

Andrew Morris has helped to advance the National Defense Strategy through the implementation of energy resilience solutions in the Air Force. He was at the forefront of the Service’s efforts to execute Energy Resilience Readiness Exercises in support of warfighter readiness. Through collaborative partnerships with senior leaders and stakeholders, he helped identify and close previously unknown energy resilience gaps and vulnerabilities. Lessons learned and best practices garnered from his work contributed materially to the Department of Defense’s (DoD’s) “Framework for Planning and Executing Energy Resilience and Readiness Exercise” guidance.

Paul Volkman

U.S. Army

Paul Volkman has worked to ensure that energy resilience gaps are being closed at Army bases around the globe in furtherance of the National Defense Strategy. To this end, he led the execution of the Army’s first Energy Resilience Readiness Exercises, laying the groundwork for current and future exercises. His dedicated efforts to advance the Army’s holistic Installation Energy and Water plans and leverage the Energy Resilience and Conservation Investment Program have helped strengthen the Service’s energy resilience posture. Lessons learned and best practices garnered from his efforts became a major part of DoD’s “Framework for Planning and Executing Energy Resilience and Readiness Exercise” guidance.

Naval Submarine Base Kings Bay

Installation Energy Manager Steven Vickery helped write the first edition of the Navy-required Installation Energy Program Summary for SUBASE Kings Bay, highlighting mitigation strategies for energy resilience, reliability, and efficiency gaps. He is managing several major resilience initiatives including a Battery Energy Storage System demonstration project with an existing 230 acre solar array; a partnership with the local utility to ascertain technical requirements needed to meet the installation’s energy resilience requirements; and a utility energy service contract that will save more than 10 million kWh of electricity annually while improving power reliability, maintaining efficiency and occupant comfort, and reducing thermal energy demands.

Keith Anderson and Heath Sirmons [2020 MERC Cohort Member]

Altus Air Force Base

Since Altus Air Force Base was selected as one of two pilot installations for the Air Force’s Energy-as-a-Service business model, Heath Sirmons and Keith Anderson have been instrumental in advancing project progress. As “on-the-ground” leaders, Mr. Sirmons and Mr. Anderson have been engaging constantly with Headquarters and the local utility, identifying key issues and developing solutions to move the project forward, supporting site visits and senior leadership engagement, and answering data requests. Their “out of the box” thinking and collaborative spirits have demonstrated a willingness to jump head-first into a strategic and innovative effort that aims to ensure energy delivery to the mission when, where, and how it is needed


2020 Annual Secretary of the Army Energy and Water Management Awards

The 41st annual Secretary of the Army Energy and Water Management Awards were presented to ten recipient organizations, garrisons and individuals in recognition of their accomplishments during fiscal year 2019.

Congratulations to the following members of the Military Energy Resilience Catalyst [MERC] Network who received Army Energy and Water Management Awards!

Energy and Water Resilience Program Effectiveness

USAG Fort Bragg, NC – Ms. Monica Stephenson, Mr. Aaron Brown, Ms. Audrey Oxendine [2020 MERC Cohort Member], and Ms. Tammy Temple. USAG Fort Bragg was recognized for avoiding $391,000 in annual costs while saving 23,738 British thermal units of energy.

Energy Efficiency

USAG Hawaii, HI – Mr. Keith Yamanaka [2020 MERC Cohort Member] and Mr. Santigo Hernandez. USAG Hawaii FY19 reduced annual energy consumption by 38,933 British thermal units of energy and produced annual energy savings of $3,080,000 by leveraging a $43 million Energy Savings Performance Contract (ESPC).

Individual Exceptional Performance

USAG Detroit Arsenal, MI – Ms. Shannon Bergt [2020 MERC Faculty + 2019 MERC Cohort Member]. Since Ms. Bergt took over the program, USAG Detroit Arsenal has exceeded federal energy and water conservation goals, reducing energy consumption by over 13 percent and water consumption by almost 14 percent. Ms. Bergt has also saved USAG Detroit Arsenal $1.2 million through the early buy-down of an Energy Savings Performance Contract. Ms. Bergt’s perseverance and commitment to developing the USAG-DTA program into one that sustains and protects the Garrison, and focuses on sound and reliable solutions for the entire DOD, is evident through her programs’ progress.

WASHINGTON, D.C. — Converge Strategies, LLC announced that Alex Pina has joined their team as a Director. Alex joins Converge Strategies, LLC after over a decade developing technologies to meet critical national security needs with MIT Lincoln Laboratory.

“Alex has pioneered many of the most important innovations that strengthen our military’s energy resilience,” said Michael Wu, Co-Founder and Principal of Converge Strategies, LLC. “We are thrilled to welcome a leader with an unmatched track record of technical achievement to strengthen the skills and capabilities of our team.”

Alex has nearly twelve years of public and private sector experience within the systems engineering, clean energy, and resilience analysis spheres. In Alex’s previous role as the Technical Lead for the Installation Energy Resilience Team for MIT Lincoln Laboratory’s Energy Systems Group, he developed the Energy Resilience Readiness Exercise (ERRE) that now mandated by the Office of the Secretary of Defense for military installations to help them determine if they can meet mission objectives during a loss of power and water events. Alex’s team executed five EEREs across the Army and Air Force and conducted technical and mission stakeholder interviews at more than thirty military installations, identifying systemic gaps between infrastructure capabilities and mission requirements.

“As our nation transitions to a new energy future, it is essential that we intentionally integrate and prioritize energy resilience,” said Alex. “I am honored to channel my experience designing energy solutions for the military to contribute to Converge Strategies’s holistic approach for conquering challenges at the intersection of clean energy and national security.”

He has pioneered resilience analysis solutions for the Department of Defense (DoD) to analyze the current energy resilience posture, identify performance gaps in primary and backup energy systems needed to meet mission requirements, and create clean energy-powered emergency response technology.

“Alex has an exceptional understanding of what military installations require to execute critical missions and a unique perspective on how energy resilience extends across communities,” said Wilson Rickerson, Co-Founder and Principal of Converge Strategies, LLC. “We are looking forward to working with him to bring DoD energy resilience best practices to state and local governments and to private sector partners.”

Alex will strengthen and expand the company’s work to build energy resilience through the alignment of national security and clean energy deployment. In 2015, Alex created the first version of the Office of the Secretary of Defense (OSD) Energy Resilience Analysis (ERA) tool that compares the life cycle cost and power outage duration of different approaches to backup power for critical missions. From 2016 to 2020, he led the team increasing the functionality of the tool to include black sky scenario planning. The tool is now a required component for Energy Resilience and Conservation Investment Program (ERCIP) project submissions to verify the proposed solutions are the most cost-effective approach at meeting mission requirements. In 2020, Alex created an example resilience analysis for the Defense Science Board (DSB) on how private infrastructure outside the fence line of a military installation can impact the DoD’s force projection mission. This analysis served as a template for future analyses and shaped the DSB task force recommendations.

Alex earned a Bachelor of Science Degree in Aerospace Engineering from the Massachusetts Institute of Technology (MIT) and holds a Master’s Degree in Engineering and Management from the Massachusetts Institute of Technology (MIT).
